"Well, maybe it's the best they could do. Making a virus of some sort under these conditions must have been quite difficult, and if Calhoun's the only real, visible figure to strike at maybe that seemed like the best course." Hershel offered.

"It may have been a test too, strike at something to see where it's weak points are so that the next strike can be more precise. I fear whoever did do this may never have that chance again though, if they're found out."
